Inauguration of the ARI East Africa Region -

Message from the Minister for Gender, Children and Social Development of the Republic of Kenya

On Thursday 18th February 2010 was inaugurated the African Rehabilitation Institute, Eastern African Regional Office. This ceremony is significant not only for the Government and people of Kenya but for the region. The regional office will cover twelve (12) countries in the Eastern African region, namely Kenya, Uganda, Tanzania, Rwanda, Burundi, Sudan, Djibouti, Ethiopia, Eritrea, Comoros, Somalia and Seychelles.



Disability Survey -

ARI does carry out assessment studies. In 2004 a major survey on disability was carried out in four Southern Africa Regional countries; Zambia, Malawi, Mozambique and Zimbabwe. The Regional Disability Survey was completed in April, 2006. Details are found elsewhere on the Website or from ARI on request.

Ari Projects

The creation of the African Rehabilitation Institute (ARI) was the response by the African Union (AU) to the declaration of the Decade for the Disabled (1983 – 2009) by the United Nations. ARI is the African Institute responsible for providing services in the field of Human Resources Developmenthb (HRD) and research in the field of rehabilitation and disability prevention in Africa.

ARI promotes and supports the rights of persons with disability so that they are recognized and allowed to participants fully in social and economic activities in their societies and communities.

The AU Declaration of Disablities

The AU declared the African Decade of Disabled Persons (1999- 2009) whose programmes were to be pioneered by ARI.

PROJECTS CARRIED

ARI fulfills the Institute’s mandate and responsibilities under the African Decade of Disabled Persons (1999- 2009) through Research and advocacy activities; training; workshops for member states and on regional basis; income generating activities and other programmes. Some of the areas covered in recent years include the following:-

Disability Legislation

Highlighting the importance of Legislation in the guidance and implementation of activities to uplift the welfare of PWDs. Activities include social integration, community based rehabilitation (CBR), economic integration, community based rehabilitation, economic integration and empowerment of PWDs, etc. Workshops, seminars and training programmes have been done in a number of countries.

Community Based Rehabilitation (CBR)

Various programmes have been carried out to promote community based rehabilitation in ARI Member States. Participants have been assisted in the formulation of plans to administer CBR activities at district, provincial and national levels; development of plans to create gender equality in all activities carried out by and for PWDs; and understanding the United Nations Standard Rules towards the empowerment of PWDs

Leadership Skills Training

Workshops have been done at Regional Level to build capacity of DPOs, Senior Government Officials, and NGOs working with disability in Leadership skills.

There is need for more of such workshops held over longer periods. Participants have requested for follow-up workshops to consolidate what has been least and to enhance their knowledge.

Production of Prosthetics and Orthotics

A Regional Workshop on this subject has been carried out in Zimbabwe. The purpose was to initiate the production of standard components and types of appliances for five Southern African Regional countries of Zimbabwe, Zambia; Malawi, Mozambique and Namibia. A proposal was made to set up an Orthopaedic Training College in one of the five countries to offer Diploma and possibly degree courses.

A follow-up Workshop is needed and necessary.

Capacity Building in Early Identification, Intervention and Inclusion of Children with Special Needs.


National workshops on Inclusive Education was held in Zambia to promote policies towards the inclusion of children with disabilities in normal school learning situations. The seminars looked at the developmental of special Needs education curricula in Teacher Training Colleges from pre-school level going upwards.

Follow up workshops are necessary to improve on what has been achieved including change of attitudes in most of the countries.

Education of Blind Children

Workshops have been held to try and improve the quality of education for learners who are partially sighted and blind and to create awareness amongst people.

Orientation and Mobility for the Visually Impaired.

A successful workshop was held for 30 trainers. The Regional Workshops was an eye opener to PWDs, Government Officials NGOs, DPOs and administrators. Role playing was used to give practical experience to all participants.

Visually impaired participants left with knowledge which made them less dependant on sighted people for day to day activities.

An Orientation and Mobility training package was produced in Braille e.t.c

Further Workshops and training programmes needed. A follow-up Workshop for the same participants is also necessary.

Income Generating Projects

ARI has initiated some community based income generating projects for PWDs. These have not done well because once ARI has handed over the Projects, local authorities have not been able to sustain the Projects. ARI as an Institution does not have funding to sustain continued monitoring of such projects. These are quite beneficial projects. Their impact would have been bigger and much better if monitoring and supervision had been sustained.
