The Labour and Social Affairs Commission (LSAC)
1. The Labour and Social Affairs Commission shall be thesupreme organ of the Institute. 2. The Commission shall consist of the Ministers of Labour and Social Affirs whose States have ratified the ARI General Agreement. 3. The Commission shall. a) Determine the general principles and policied of the Institute; b) Appoint the Executive Director of the Institute as well as the contract renewal. The Governing Board The Board is currently composed of those ARI Member Sttes which have signed and ratified the ARI Genral Agreement. Hoever, this will be reviewed once we get more ratifications from the other Regions so that the Board will then be composed of 10 Member States, two from each of the five Regions, all hosting countries and AU.
ITS FUNCTIONS ARE;
1. The Governing Board (GB)
a) A representative of the AU apointed by the AU Chairperson of the Commission. b) Two representative at Ministerial Level of Member States of the Institute from each of the five regions of Africa designed by the Commission for two years in the English alphabetical order. c) A representative at Ministerial Level from each of the Member States hosting the Executive Directorate of the Institute and its Regional Branches. 2. The Exctive Director of the Institute shall sit in an advisory capacity and act as secretary of the Governing Board. 3. The Governing Board shall, subject to such directives as the Commission may give. a) approve the programme of activities, budget and audited accounts of the Institute. b) appoint the Auditor of the Institute; c) approve the contributions to be paid by the Member States of the Institute and Submit the budget to the Commission for noting. d) adopt regulations with respect to the activities of the Institute, the staff, administration and financial matters; e) designate the co-operating States and Organisations which may serve on the Techical Advisory Committe; f) consult the Technical Advisory Committee on matters alling within its competence; g) submit reports to the Commission on the activities and achievements of the Institute. h) The Governing Board shall meet at least once a year. l) The Governing Board shall adopt its own rules of procedure. 4. At the end of each of its meetings , the Governing Board shall dopt a report which shall be circulated to all Member States of the Institute and , as appropriate , to all AU Member States, and Organisations with which the Insttute has working relations.
2. The Technial Advisory Committe(TAC)
This is composed of reprsentativesfrom the following organisations: The African Union (AU) , the ILO, representatives of Member States of the Institute as may be designated by the Governing Board, ARI itself and four African Specialists designated by the Governing Board and the approved United Nations Specialized Agencies and representitives of African and International Non- Govermental Organisations The functions of TAC are to:
a) Assist the Executive Director of the Institute in the preparation of the programme of activites of the Institute; b) Advise the Governing Board and the Executive of the Institute on specific technical matters brought to its attention; c) Executive such tasks as may e entrusted to it by the Govrning Board or the Executive Director of the Institute. The Technical Advisory Committe shall meet as oftenas may be necessary for the efficient dicharge of its function. |
